Aim
  • To reduce the loss of produce from Agricultural/Horticultural sectors
  • Value addition to the Agricultural/Horticultural produce
Objectives
  • To develop advanced and modern infrastructure, integrated and complete preservation facilities in setting up of food processing units by entrepreneurs based on cluster approach
  • Developing a supply chain for effective link between producers/farmers to food processors and market
Strategy Developing common capital-intensive facilities:
  • Cold storages
  • Blast freezers
  • Specialized packaging
  • IQF
  • Warehousing
Along with basic facilities like:
  • Water supply
  • Continuous process
  • Effluent treatment
  • Clean surroundings
Salient Features In an Agro-processing cluster, if at least 5 FPUs are set up by the entrepreneurs or promoters and associates of Project Implementing Agency with a minimum investment of ₹25 crores, it will not be eligible for financial assistance under this scheme.
Eligibility
  • Promoters willing to set up their own units in the cluster and allow others to use common infrastructure facilities
  • Promoters willing to develop common infrastructure facilities for self and others in the cluster
  • Promoters willing to develop such facilities in an existing food processing cluster
Land Requirement for APC Setup 10 acres in urban areas and 5 acres in others
Preference to the Clusters
  • Food industries that make food fit for human and animal consumption
  • Preservation and processing of perishable food products
  • Packaging facilities for food products as ancillary unit for food processing industry

Components of the Scheme
Basic Enabling Infrastructure Industrial site development such as Boundary wall, Industrial plot, roads, drainage, power supply, water supply, effluent treatment, Parking bay, weigh bridges, Common office space, firefighting, labor rest room, security guard room, solar equipment etc.
Core Infrastructure Food testing laboratory, cleaning, grading, sorting and packing facilities, steam generation, boilers, dry warehouse, cold storage, pre cooling chambers, Ripening chambers, Forklift, IQF, specialized packaging etc.
Ineligible items for grant in aid Approach road, cost of land, quarters for workers, non-technical civil works, Margin money, fuels consumables, spares and stores, Transport vehicles except coolers, refrigerators and ventilated transport, Service charges, expenditure on painting of machinery, furniture, computers, CCTV, stationary items etc.
Eligible entities • Any individual, central and state PSUs, joint venture, NGO, SHG, FPO, FPC, LLP, proprietorship firm.
• SC/ST category promoters need to have 51% stake in the entity or else considered under general category.
Eligibility criteria
Net worth • Should not be less than 1.5 times of grant in aid for general.
• Should not be less than the grant in aid sought under the scheme for difficult areas, applicants of SC/ST, FPOs, SHGs.
• Sum of net worth shall not be less than 10% of Combined net worth of the entity in case of SC/ST category.
• No net worth criteria in case of Central and state government including entities or organizations.
Final term loan sanction letter from bank Date of loan sanction should not be before the date of Expression of interest.
Term loan from Bank Term loan of amount not less than 20% of Project cost for General category and not less than 10% of Project cost for SC/ST, SHG, FPO, proposals from Difficult areas.

Equity Infusion of equity not less than 20% of Project cost for General category and not less than 10% of Project cost for SC/ST, SHG, FPO, proposals from Difficult areas.
Application Only one application is accepted.
Expansion/upgradation of facility is not accepted.
Only after completion of two years after availing the grant in aids from the scheme an entity or promoter is eligible for financial assistance.
Entity cannot be eligible for financial assistance from more than two sub schemes of PMKSY during a period of 10 years under any sub component scheme of PMKSY of MoFPI.
Submission of details regarding 5 proposed projects need to be submitted mandatorily.
