Parent department: Department of Animal husbandry and Dairying, GOI.

Implementing Department: State implementing agency under state animal Husbandry

Assisting Department: Project Management Agency set up by DAHD assists in scheme implementation through UDYAMMITRA online portal.

Parent Financial Institution: SIDBI provides grants to the lending institutions.

Awareness Creation: Pashu sakhis under NRLM create awareness and assists in projects implementation.

Starting Year: 2014-15, Revised from 2021-22.

Aim: Employment generation, Entrepreneurship development, increase in animal productivity, Increase in production of meat, goat, camel, donkey and sheep milk, egg and wool.

Sub missions:

Sub Mission Objective Financial Assistance
Sub Mission on Breed Development of Livestock and Poultry • It targets Entrepreneurship development and Breed improvement in livestock and poultry farming.
• It provides financial assistance to State government, individuals, farmers, and allied organizations for establishing livestock businesses and upgrading breeding infrastructure.
• 50% capital subsidy up to ₹25 lakhs for establishing poultry parent farms with minimum 1000 parent layers.

Sheep and Goat Breeding Unit:
• 50% subsidy up to ₹50 lakhs. Example:
100F + 5M = ₹10 lakh
200F + 10M = ₹20 lakh
300F + 15M = ₹30 lakh
400F + 20M = ₹40 lakh
500F + 25M = ₹50 lakh

Regional Semen Production Banks (Goat & Sheep):
• Funding pattern: 60:40 (General), 90:10 (NER/Himalayan), 100% (UTs)
• ₹400 lakh one-time grant for new semen station
• ₹30 lakh for medicines/chemicals
• ₹10 lakh to strengthen cattle semen banks for goat/sheep semen
• ₹7,000 per AI center for goat AI equipment

Indigenous Horse, Donkey, Camel – Entrepreneurship:
• 50% subsidy up to ₹50 lakh on capital cost.

Sub Mission on Feed and Fodder Development • Establishing a network of entrepreneurs and capacity-building for sustainable feed and fodder production.
• Supports fodder block, hay baling, silage making units, and innovative technologies.
• 100% support for fodder seed production:
Breeder seed – ₹250/kg
Foundation seed – ₹150/kg
Certified seed – ₹100/kg

• Subsidy split:
75% – Farmers
25% – Seed agencies

• 50% capital subsidy up to ₹50 lakh for entrepreneurs and seed grading/processing
Sub Mission on Innovation and Extension • Promotes training, workshops, and skill-building in the livestock sector.
• Encourages collaboration between government, private, and research institutions.
• Raises awareness about livestock insurance and sector risks.
• 100% central government support for R&D and extension projects

• Examines feasibility, cost, technical aspects, and economic benefits of projects

Eligibility Criteria:

  1. 1. The eligible entities should have expertized or trained or have relevant knowledge in managing and running the project.
  2. 2. Should have appraisal and bank loan sanctioned by the banks or financial institutions.
  3. 3. Eligible entities should have own land or lease land for project implementation except FPO, FCO, SHG, JLG.
  4. 4. Eligible entities should manage the project for three more years after completion of the project.
  5. 5. Should produce all the relevant Documents for KYC.
  6. 6. Should provide minimum 10% of Project cost as margin money.

Physical progress report is submitted by the state implementing agency if the project gets central share on quarterly basis.

Financial Progress report also need to be submitted as per the GFR format within the specified time.

PROJECT APPROVAL FORMAT FOR ENTREPRENEURS:

  1. 1. Submit application online.
  2. 2. Scrutinized by State Implementing Agency and recommends for sanction of loan.
  3. 3. Sanction from the financial institution.
  4. 4. State Implementing Agency recommends to State Level Executive Committee, which then recommends to Central Government (DAHD), along with uploading for sanction of loan component.
  5. 5. DAHD approves the project through PAC and marks it in the portal for release of at least 25% of loan sanctioned or 25% of expenditure in case of self-finance.
  6. 6. Approved amount will be sent to the beneficiary’s account through lending institutions upon obtaining from SIDBI as the first installment.
  7. 7. After completion of the project, the second or final installment will be released.

PROJECT APPROVAL FORMAT FOR CENTRAL AGENCIES / UNIVERSITY FARMS

  • Proposal submitted to NLM through parent department, which approved and recommended before NLM.
  • PAC chairman will approve the project based on viability and feasibility.
  • Financial and Physical Progress report need to be submitted to NLM quarterly.

PROJECTS UNDER INNOVATION, RESEARCH AND DEVELOPMENT:

Under this category the projects are submitted by Universities, Research Institutions or ICAR or other Credible organizations, will be evaluated by expert committee and suggested to Empowered committee for funding.

ICAR and NDDB are the funding agencies for this category.

FODDER SEED MULTIPLICATION SUB-COMPONENTS:

Central government provides incentives to the units under this category through ICAR. NSC, IFFCO, KRIBHCO, NAFED, KVSSL and other central agencies. State Agricultural Universities, State government seed production corporations, public and private organizations, dairy cooperatives and Milk federations, National Dairy development Board, other organizations with credibility. Other entities with following criteria can also avail the central government assistance
  • The implementing agency should have approval from seed certification agency and 3 years of work experience.
  • It should be recommended by Animal Husbandry department.
  • Should have a turnover of at least 5 crores per year.

INSURANCE COVERAGE:

Subsidy is restricted to 10 cattle units for larger animals like sheep and goat and 5 cattle units for pig and rabbit per beneficiary per household

1cattle unit = 10 animals

Rate of premium with central / state share 85% and Beneficiary share of 15%
