CHIMS Government of India introduced a regulatory framework to monitor and regulate the imports of certain electronic integrated circuits under chapter 85 of ITC(HS), 2017.

Discontinued in favor of simplified import regulations to support industry growth.

Aim Import regulation and tracking mechanism for items with HS codes 85423100, 85423200, 85423300, 85423900, 85429000 subject to compulsory registration under CHIMS.
Objectives
  • ● Restrict imports of Unauthorized semiconductors.
  • ● Enabling real time data collection for decision making and better policy decisions.
  • ● Regulate and track the imports of specified electronic components amid global semiconductor shortages.
  • ● To protect domestic semiconductor fabrication and reduce import susceptibility.
Digital platform
  • ● Online portal effective from 15th July 2021.
  • ● 24×7 monitoring system.
  • ● Has the facility to view earlier online registrations.
  • ● Incomplete registrations for future actions are also available.
Registration Online submission
Application for registration Not earlier than 60th day and not later than 5 days before the expected date of arrival of the consignment.
Registration number An automatic unique registration number is generated upon successful submission of registration.
Registration charges
  • ● Rupee 1 per 1000 rupees of cost insurance and freight value of the import.
  • ● Minimum 100 and Maximum 500 rupees.
Validity 75 days
Legal Consequence As per FTDR Act 1992, punitive action would be taken against importers failing to register under CHIMS in advance.
Post compliance Requires entry of Registration number and Expiry Date on Bill of Entry to enable customs clearance of consignment.

Cancellation of registration No such provision is accepted once after applying.

Can be cancelled in case of yet to be submitted licenses for registration
Renewal of registration No renewal of license as new licenses are issued with every incoming import.
