Scheme Overview:

Scheme: National Livestock Mission – NLM

Implementing Agency: Department of Animal Husbandry & Dairying

Ineligibility: Purchase of Land Lease/Rent, Purchase of car for personal use, Office setting, etc.

Subsidy: 50% of Capital Subsidy (Back Ended Subsidy)

Number of Instalments: Two equal instalments

First instalment released upfront to the bank only after the bank releases the 1st instalment of the loan to the beneficiary.

Second instalment will be released after project completion & will be duly verified by State Implementing Agency (SIA).

Monitoring Authority: SIA will monitor the project for 2 years after completion.

Means of Finance:

50% Subsidy + Remaining 40% Term Loan (TL) + 10% Own Contribution

Self-Financing Projects:

1. Bank Guarantee:

   a. Period: 3 Years

   b. Quantum: Cost of Project – Cost of Subsidy

   c. BG in the name of Dept of Animal Husbandry & Dairying, Ministry of Fisheries

   d. Original BG to be kept in the safe custody of SIA

   e. Copy of BG & a Declaration form need to be uploaded at the submission of the online application

2. Project Appraisal:

Project needs to be appraised by the bank where the beneficiary/entity holds the bank account.

A. Subsidy Benefits:

Sheep & Goat breeding farm: 50% capital subsidy, Max. ₹50 lakhs

B. Eligibility Criteria for Obtaining Subsidy:

1. The applicant should have Own or leased land.

2. Relevant documents for KYC.

3. Sanctioned loan by the bank or self-financed projects require a bank guarantee from a scheduled bank along with project appraisal for validity by the bank.

4. Applicants should have obtained training, have trained experts, or possess sufficient experience and technical expertise in the relevant field of managing and running the project.

C. Eligible Components:

Sheep/Goat Breeding Farm (With a minimum of 500 female and 25 male):

1. Construction of housing shed for parent stock

2. Kid shed & sick pen

3. Cost of Doe

4. Cost of Buck

5. Transportation cost

6. Fodder cultivation

7. Chaff cutter

8. Integrated silage making machine

9. Equipment

10. Insurance

11. Miscellaneous


Note:
To confirm, eligibility for subsidy under the National Livestock Mission (NLM) extends not only to farms with 500+25 sheep or goats but it also includes those with 400+20, 300+15, 200+10, and 100+5 livestock units.
1) 500 Female and 25 Male (Required Land 5 acre’s), Project Cost would be 1 Crore.
2) 400 Female and 20 Male (Required Land 4 acre’s), Project Cost would be 80 Lakhs.
3) 300 Female and 15 Male (Required Land 3 acre’s), Project Cost would be 60 Lakhs.
4) 200 Female and 10 Male (Required Land 2 acre’s), Project Cost would be 40 Lakhs.
5) 100 Female and 5 Male (Required Land 1 acre’s), Project Cost would be 20 Lakhs.
