REGISTRATION CUM MEMBERSHIP CERTIFICATE
(RCMC)

As per government of India, RCMC is a mandatory document need to be maintained by export-based business firms and also to avail the benefits, concessions, or subsidies provided by the India’s Foreign Trade Policy. Based on the product being exported RCMC is issued by the relevant Export Promotion Councils (EPCs) or Commodity boards in India for a period of five years which is to be renewed periodically.

DGFT notified a New common digital platform (DGFT e- RCMC module) for issuance of RCMC, effective from 01-04-2022, which acts as single point access to all the Importers and Exporters.

SPECIAL CASES:

  • • If any export product is not covered by any EPC/Commodity Board, the RCMC shall be obtained from FIEO.
  • • In case of multiproducts yet to be settled, the exporter can obtain RCMC from FIEO.
  • • In case of multiproduct exporters having their head office in North Eastern States, RCMC can be obtained from Shellac and Forest Products Export Promotion Council — except for the products focused by APEDA, Tea Board, and Spices Board.
  • • Exporters of handicrafts and handlooms from the State of Jammu and Kashmir can obtain RCMC from the Director, Handicrafts, Government of Jammu and Kashmir.

BENEFITS OF RCMC:

  • • RCMC plays a strategic role in substantial expansion and sustainability of an export business. It unlocks the doors to reach new markets and optimize success.
  • • It facilitates access to incentives and schemes provided by the government like duty exemption, reduced import costs on products used for export under MEIS (Merchandise exports from India scheme) and SEIS (Service exports from India scheme).
  • • It supports financial assistance for cross border marketing like international trade shows, networking events and exhibitions with MDA (Market Development Assistance) scheme.
  • • It boosts the credibility and commitment and builds trust in international traders.
  • • It benefits the exporters by collective advocacy of EPCs working with Government to update the trade policies and their regulations, modifications through updates.

MANAGING RCMC:

  • • RCMC is valid for 5 years during which every exporter needs to submit all the details relevant to export transactions to the concerned authority.
  • • Exporters with FIEO (Federation of Indian Export Organization) must file a quarterly return in the standard FIEO format.
  • • Any changes in the address, name, ownership etc., need to be notified to the concerned authorities within a month.
  • • The RCMC registration can also be terminated if terms and conditions of registration are violated.
