SCOMET AUTHORIZATION

The Directorate General of Foreign Trade (DGFT), Government of India, maintains the National Export Control list of Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET).

The items with Dual use that is having both military and civilian applications, and Nuclear related items and weapons used in mass destruction including software and technology are specified to either prohibit or permit under the specified authorization unless specifically exempted and to maintain export license to comply with the India’s international Obligations and National Security interests.

The SCOMET list along with its Jurisdictional Licensing Authority is as Follows:

TYPES OF SCOMET EXPORT AUTHORIZATIONS:

Authorization Type Details
GAICT – General Authorization for Intra-Company Transfer
  • Facilitates the export of SCOMET items, software or technology between Indian subsidiaries and their foreign parent companies.
  • Valid for 3 years
General Authorization for Export of Chemicals (GAEC)
  • Facilitates the export or re-export of Chemicals and related equipment listed in SCOMET
  • Valid for 5 years
General Authorization for Export after repairs in India (GAER)
  • Facilitates the export of imported SCOMET items which are repaired and refurbished in India
  • Valid for 1 year

For Export of SCOMET Items for Demo/Display/Exhibition Invitation letter, advertisement or notice for the event (Demo/Display/Exhibition/Tender/RFP/RFQ/NIT) needs to be provided.
